if seriously budget then dun buy a car, esp if you are a P plate, cos the insurance will get you killed. Unless u use yr dad name who have 20-30 yrs driving experience, then will be cheaper.
Seriously budget car and not so lok cok , go for suzuki swift. -
Mitsubishi Colt is not a bad choice...
Or you can consider a Proton WIra... -

cos the engine would have been almost "wiped" out by the previous owner...
specs? depends on your peferences..if you go for accelaration and speed, one of the more affordable 2nd hand cars would be the Colt or Honda Civic...if you would like comfort, Nissan Sunny would be the choice... -

buy a new small car, like nissan march or honda fit...

These are good cars to start with and doesn't cost much to mantain and come in 1.5L.
Budget would be around $35K-$45K with at least 5 years COE left.
