will cars be cheaper in 2004?

  heard on the street that ARF taxes will be reduced in 2004. is there any truth to this?
  
  i.e. or in general would cars would be cheaper in 2004?

  I think its true...Heard from my dad's nissan agent that the price is going to drop. But ne way i cant confirm that. So i think second hand car owner thinking of selling away...i think do it asap.
