Question about weekend cars

  Got a few questions to pose to the Lao Jiao's here
  
  1. Whats the timing allowed for weekend cars to be driven?
  
  2. Can weekend cars still be registered?
  
  3. How much difference is there between the Weekend car and normal cars.
