Its when your tires are no longer in contact with the ground and the medium separating these two contacts is water. So you do not have the necessary grip to power or to steer your car, put simply, you are just gliding on water.
This happens when your tire thread is not deep enough to drain the water on the road either becos the tires are too worn or if the tire threads are too swallow or do not drain water well (charaecteristic of slick and semi-slick racing tires). Either that or the water level is too high... -
