There are folks, children lurking everywhere...why ppl still like to speed around carparks (even with humps)?

I think the most probable reason is because these people are always in a rush to get to their work place,etc. Hence, they tend to forget that there are people around whom they might accidentally hurt if they continue to be so reckless.
