Ans:- In general, we do not allow the retrofitting of HID lamp systems on existing vehicles, unless it is duly certified by the vehicle manufacturers.
This is because converting the existing headlamps to HID headlamps would require the entire headlamp assembly, including the electrical system, to be replaced as the reflectors and lenses are different from those in a conventional halogen headlamp.
In addition, the wiring of the existing headlamp system would not be able to handle the much higher starting current required for a HID headlamp system. This could cause extensive damage to the headlamp assembly and electrical system and therefore could pose a fire hazard to road users.

Then change electrical wiring say cannot. What is the big deal about changing the wiring. If the underwear cannot fit you, do you need a tailor to certify another underwear to fit you??? How difficult is wiring up lightings? I am sure the distributor of the HID had done enough research looking into the wiring before starting selling this product in mass, and have the appropriate wiring to go with.
Simple theory. U change wiring, u get certification, u pay. They collect more taxes. U don't change and use it, u get caught, u pay fines. It is a win win situation for them no matter how you look at it.....

Anyway, Philips bulbs have different BLUs and of halogen types... like BlueVision and VisionPlus products. But like i say earlier, higher temperature may lead to shorter bulb life span.

But on SG roads, really HID lighting is not needed lah since we have streetlamps almost everywhere. But of course, it's look nice when it is switched on... However, it can be very irrtating too when those inconsiderate car owner with HID put their lamps to high angle affecting your rear viewing. In this case, i always believe these car owner DIY it since new cars with HID also fits with an "automatic leveling device"...
If your car does not has the control knob then better don't since the white/bulb bulb is supposed to be brighter and project further.
