Not sure about legal issues but I would definitely sue the agent if he cannot deliver by Oct and refuses to refund my deposit. Based on reasonableness, I'm sure the court would rule in my favour.
This is a terrible position your friend is in, especially with COE prices like that. Hope experts here help out lah...
