The "siiiii siiii" sound

i seen some honda civic, lancer, nissan 240sx or those modified cars with this "siiii" sound when they change gear or acclerate hard.
What is that thing that produce the sound?
How do i get it?
how much is it?
What is it for?

yes u can say NAs with BOVs are for fcuk. but for TCs, BOVs have a use... you can refer to the thread on the mitsu airtrek turbo R, those exponents mentioned it...

actually BOV does have some use besides making noise. It actually can help to prolong the life of the turbo.
