Most, if not all, of Miyazaki's heroines are sweet and have internal strength.
Chiharu was portrayed as a weak spoilt brat (especially in the first few scenes) till she became the humble Sen. In his DVD commentary, Miyazaki had stated that he was rather disappointed at the way Japanese kids are turning out these days. He deliberately wanted Chiharu to look starkly different from the heroines in his other movies, so instead of the familiar look as he had done with Kiki, San and Sophie, he used Mei from "My Neighbour Totoro" as a model for Chiharu instead.
As for your definition of babes, well... "one woman's meat is another man's poison".
