  If VFDs display either V1.1c or @, the STARIS is not considered off.

  For eg, in 061/062 and 123/124, the VFDs show completely nothing, thus they are classified as unoperational.

  103/104 STARIS glitched today while on NSL. Funniest one? The station "TE1 SPARE". 

   

  

  What would TE1 SPARE actually mean? If it was programmed then it has to be something right?

  No, you are wrong. Coz, there are 6 stations for Tuas Extension, which can be subdivided into Tuas West Extension (Part of EWL, to be completed by 2015) and Tuas South Extension (A branch line from the mega station EW30, who has at least 20m in height, having 2 island platforms with 4 tracks, such that the sides are usual station style with the middle one like Dover style).

  4 of them are Tuas West Extension and 2 of them are Tuas South Extension. There is no notable expectation of the commence / completion date of Tuas South Extension as the authorities has stated "to be built at a later date" in some of the leaked tender documents that can be found in Skyscrapper. Wikipedia had shown the Tuas South Extension is to be completed by 2023, even though I wonder how did the figures derivied from.

  I received an sms from my friend saying that car 2210 has STARIS installed but not working. I assume 210 is fully installed already, but not sure about 209.
