Royalty-Free stock images is not free.
The pricing varies in accordance to the usage of the image/s in Publication. For example, the size of the image used and the Publication circulation. It's a cheaper alternative to Rights-managed images, however you may find the image u used appeared in other Publication, newletters or brochures due to the less stringent T&C.
Rights-managed images are good but more expensive to purchase. The upside is that, u wun find another Brochure/mags/etc using that image for a certain amount of time. U buy that rights, so to speak.
Free ones are out there but usually they are not very High is resolution. If you required a image that is relatively small in size in ya work, they will do jus fine. It is also a good practice to credit the photographer for using the image.
