  It's just USB ports. The small parts are to be plugged into the motherboard so that you can read USB devices.

  as already mentioned....it is just USB Ports.A PCI version is sold in Sim Lim for about 18 bucks for a NEC one. The mobo has USB capabilities...but got to have something to connect to it mah...so the black end is connected to the mobo and the USB ports are mounted on ur CPU chassis...so that U can plug ur USB devices in.

  for the usb part o things i guess most replies here answered the question. with newer motherboards support redundant numbers of usb expansion...USB controllers cards business going bust!
  
  As for the firewire expansion ports, take note that on one of the brackets it includes male and a female firewire connectors...which is very thoughtful of the manufacturer and designers...
