Try rebooting in safe mode and do a scan for viruses, spyware, trojan horses and worms.

i only thing i remember changing before the annoying fault happens is i change the regional options inside the control panel. i changed my location from United States to Singapore. changed the date format as well.
is it because i changed the regional setting that causes my PC to hang so often?
