Anyway, most people in Singapore uses dynamic IP addresses, meaning, even if you managed to trace, the most you can get out of it is their ISP.
I'm not quite sure whether you can report police. Unless the person causes damage to you, nobody bothers to make a police report.
If you do it yourself, it will be difficult. Those that offer tracing only trace all the way till the ISP. Your ISP can do more for you if you report to them. But if the attacker happens to be using another ISP, chances of your ISP helping you is little. It's their policy to keep customer's data a secret.
