Problem with monitor display / weird stuff

hey guys, i have this problem with my computer right now. When i turn on my comp, the cpu and monitor light is on, but when i go to the windows loading screen, there are blue pixels around the screen (the screen should be black). After that, it just stops loading and turns blank with the message (no video input). Does anyone have any idea what's the problem.
Btw, I just bought a new graphics card a few days ago and it was installed and working fine till today morning when i realised that whenever i open my internet browser, the words seem to be flickering.

Make sure everything is plugged in properly, the wires are not loose.
After that, go to the graphics card's manufacturer website to look for the latest update. -
I've checked the wires countless times, and i'm pretty sure they are not loose. I've also updated my drivers through downloading them from the manufacturer's website. But my problem still persists.
Currently, I am able to turn on my comp and go into my desktop. However, whenever i do something (eg click on an icon on desktop), the screen turns black for a second and then it returns to normal, and this happens everytime i do something. It is also very laggy. When i try to play game, the image is distorted and not all images load properly. I cant seem to figure out what the problem is
could it be that my motherboard is unable to support my graphics card?

This could be a cause for the lag, and if you don't have enough memory, it will cause the above symptoms.
As for the playing games part, are your games old? If yes, try using Microsoft Compatibility Program. (I'm assuming you are using XP).
Go to Start, All Programs, Accessories, Program Compatibility Wizard. Follow the instructions.
If your games aren't old, check the system requirements for the game. Some games require high resolution, and if your graphics card doesn't support it, it will load, but images will be distorted.
