MCSE is Microsoft Certified Systems Engineer (if I'm not wrong), quite different from networking.
I'm not quite sure where you can take the certifications, but you can borrow books from libraries and access e-learning materials online by registration (usually require you to pay for the materials).
Free ones are quite limited in what they teach.

Usually they require you to have some experience in the working world, so certain topics they can skip the hands-on. I only know that the hands-on for CCNP you have to go to US, the rest can be done in Singapore itself, if you find a school that is.Originally posted by duotiga83:hands on?![]()
