NAT problem:
This means you properly have a router that is between your computer and your internet source. While a router can act as a firewall by itself, your data for torrent clients will jam a your router and thus causing you not able to benefit from the maximum download and upload rate a certain torrent can offer. The solution is simple, just forward ports on your router to your computer and maybe a static ip setting. Refer to www.portforward.com
Upload/ Download speed:
Many people believe your download speed is in ratio to your upload speed, and many say this is untrue. However, I do notice from experience that when uploading at a higher speed, you always get better downloads. Thus, never ever limit your upload speed to a range below what you can actually do. Meaning if you are uploading at 70kbps already, don't limit it to 30kbps. However, you need to limit your speeds so you will not jam your servers and also, by limiting wisely, you get better speeds. Google broadband speed test and choose a website which can run a test of your up and down speed for you. Do not use the info provided by your ISP, they are most of the time untrue to what you actually get. Once you get you maximum upload and download speed, be sure they are in the same unit. If your result is in bits, and your torrent client uses bytes, make sure you change them to the same unit. Now set your max up and down speed to about 70 to 80% of your tested speed.
Health:
Many complained not getting good speeds even after doing all of the above. Now you must remember, settings are only for better performance, heres the basic, health. Health of a torrent is very important. Usually it is good to choose torrents that has many seeds and peers, so as to prevent you from being stuck when some go offline. Also, choose a torrent with at least more than a 100 peers and 100 seeds. A torrents with too little people in the network is not good. Of course, you must make sure torrents you choose does not have too many more peers than seeds. Sure there are time with exceptions, like now I am downloading a very big file, 4GB at the speed of 170kb/s when theres only 2 seeds and 60 peers. But don't expect every torrent to perform like this.

To choose a good torrent you need to find them from good trackers. Heres some examples:

what you say is true, I been trying to tune my bitcomet for sometime, finally found a website that give the best answer - which is forget about limiting here and there, just open up the upload - by giving more , you get more.
Also the most important like you say is to fine a good torrent, and the time it is most active.
I have been getting great download speed after I give up tuning and just open up everything, and be generous , of course learn to be patient and wait for the right hour to get in and get the files.. -
