Regarding the rules, it's actually based on your intuition and experience in deciding whether you allow or block an exe file from connecting online.
For a start, maybe you try to put everything to default by asking the program to decide accordingly and also ensure no spyware is detected or when you think it is a spyware program when there is a prompt for you to set the rule.
