If there is good ventilation, like a fan beside it or in an air-conditioned room, it won't overheat.

my case has two fans, the noise keeps me awake. -
If the ventilation is good, your computer won't overheat.
Electric bills will depend on what mode you set it to. If you leave it on, the bills will be higher than you leave on standby mode or hibernation mode.
