Which local Uni or College produces the best coder

  Is there a consensus that a particular Uni or College produces better hands-on coder than others? I am looking for a contract developer who is great with MSSQL programming, T-SQL, DHTML, Javascript, ASP and MS IIS. Anyone has experience hiring someone of this type and reckon some school produces betters hands on grads?

  Give the candidates a written test with different types of programming questions. I used such a method last time to filter out a lot of people who had very nice CVs but could not code properly, especially some FTs.
