its still possible to start a PC without the casing........if you have your jumper settings set correctly.....correct CPU type for motherboard......correct ddram....sdram........HDD andother accessories.......possible to start......
but you must at least have your motherboard powered and there must be the reset and power button cables attached to the jumper settings on your motherboard........ -

My pc also no casing, so I can blow 6 12v fans into it.

for random beepings when PC got problem cannot start up no need to connect speaker.... basically most motherboard has a small buzzer component installed/ soldered to the PCB top face that makes noises when PC encounter an errors prior to startup.
yes PC without case can start up and pls have proper grounding and handle with care if you are working near one

A platform without casing, can't channel heat away from motherboard and components.
With a casing, the installed fans (provided installed strategically) can create a wind tunnel effect to draw heat away from invisible hotspots.
Hotspots can kill a system. -

but when i build a new system for a trial startup i always do it first without the case..habit
