For AVG, the quarantined area is called a Virus Vault. If there are files that can't be deleted, it will be stored there. Just open your Virus Vault and click on Delete if you want to delete those files.

The thing about antivirus software is they usually don't let you delete the file coz they want to play super safe, so you don't make stupid decisions although you are right, but they want to make sure they are righter than you are.
