When on Dell PC, something funny, please help.

  Hi, at my office.
  
  I try to on a dell PC, then funnily, the desktop never boot, but behind the fan kept running very loudly, and the front button colour is orange, not green as it normally do.
  
  Then the fan sound very loud something as loud as a hair dryer....what happened? computer cannot boot up....
