Here's a really big one if you can't see. Enlarge it and scroll all the way to right and find the one with 20 pins.
Notice something protruding out? That's a marker, telling you how to plug in the power supply properly. Make sure the power supply wires are plug in according where it's marked.
If they are plugged in correctly and firmly, your PC would run. If not, it won't run.
Next, if all these are done correctly, look for smoke and smell for burns. If you smell something or you see smoke, that's it, the motherboard is gone.
No smoke or burns, look inside the CPU if any screws have dropped. Some screws, if they touched the motherboard, will short it. In this case, either your motherboard is gone or only certain expansion cards are spoilt.

I have this one year old desktop computer P4 2.8 with 512 mb.
My dear dear computer have been serving me with enthusiasm and working honorably fine but suddenly, when I reset it it wouldn't turn back on. It never even got to the bios...
I press the power button and the light comes on, Fans turn on, but it remains at the black screen. No beeps occur either (which makes me think it isn't a video card problem).
The CPU fan is working...i am thinking, It has to be the CPU or Motherboard (but i can not test these as I am not a rich guy like those sgforums P-members and thus do not have any other motherboard or CPU...

Since it only started after you off and tried to on it, I suggest you bring it to a repair shop and ask them to check for chip creep, as stated in my reply. It's pretty common for chip creep to happen in Singapore as our weather is hot and we tend to use PCs in air-conditioned room, which cools down the motherboard pretty fast when it is turned off. This will result in chip creep due to the sudden expansion and contraction.
The PC only you use? If yes, then how did the testing of devices go?
