My CPU has this problem... sometimes it's super loud, like a mini vacuum cleaner. I called HP and after a series of questions, the guy asked me to download a software or something to upgrade my motherboard. I'm not sure how it works, and I haven't tried it yet.
when you are running intensive applications most probably a fan that runs quiet or normally will increase its spinning speed. quit from the application and it will return to normal. however some fans are loud by nature (can check their noise level through the specifications in db) so you just have to do some research and info hunting before buying them.
sometimes the simple act of checking out the screw fastenings/ grilles for any loose connection or mounting will fix the problem. it may be also due to worn bearings (depending on the type of fan build) and in this case the fan can be replaced for a good working unit. some techs can fix the bearing issue but its up to the qualified/ confident ones with the appropriate equipment, skills/ knowhow and parts to facilitate repairs.
check for worn/damaged or loose mountings..otherwise just replace the affected fan to make sure your computer gets the cooling it requires.
