Reformat overwrites everything. This means you will have a brand new system installed.
System restore is something like backup; if you system crashes and you have system restore turned on, you can boot into Windows, select a restore point and Windows will now boot normally. It doesn't overwrite anything like reformatting.

Press F8 while booting, select Last Known Good Configuration.
Hopefully this will work for those who turn off System Restore.
