i oredy manage to get in router ip and see all the settings.. and i also block the LT ip.. but seems he still can manage to use internet...
anyway, he's using desktop PC not laptop.

there are software which can 'sniff' mac or ip addresses, but you can easily achieve that with the available tools windows os provides.
- First, if he uses the same ip address as yours, your os wld send an alert status saying that there's duplicate ip address.
- Second, cloning mac address could be the cause. You can find out by changing ur mac-address. Just remember to jot down the original value before the change.
Bandwidth all to himself? Nt that i know of. Maybe to an extension where ur connection becomes very slow.

That would explain why when you unplug his cable from router you are able to surf again.
