Try going to Add/Remove Programs to remove it. It should have a similar name. Either that, it's called Virtual Solutions or Conduit. Apparently, it said it has an uninstaller.
This toolbar, like others, is just sneaky.

Note the phrase "installs in seconds". If you are using IE, it probably installs on its own without you knowing. Those using Firefox and using the addon NoScript are not affected.
