firewall problem

  seems that today i could not change my firewall setting from on to off
  
  The buttons that read: On [recommended], Off [not recommended] are both
  greyed out. The button that reads "Don't allow exceptions" is the only button
  that is active.
  
  Is there a way to fix this problem?

  Try this.
  
  Download http://windowsxp.mvps.org/reg/sharedaccess.reg and save it to your Desktop.
  
  Double click sharedaccess.reg and answer Yes when asked to merge it into the registry.
  
  Reboot.
  
  Once back in Windows click Start > Run and type in cmd and hit Enter. Once the command windows opens type in this...
  
  NETSH FIREWALL RESET and hit Enter.
  
  Wait for the command to complete. Exit the command box once it has completed. You should be able to access the Windows Firewall now.

  Start > Control Panel > Windows Firewall
  
  That is if you are using Windows XP SP2.

  Do you need to press Ctrl + Alt + Del to login? If yes, this means you are on a domain. Could have been disabled by your system administrator.

  Is it due to my norton AV? maybe it disables my windows firewall.
  
  Another problem is, i cant change my internet options settings. It says that the suggested option is medium high, your option is lower than medium high so cannot.
  
  Another info that may help you is that this computer was stolen from my father's office.
  
  Last info is that i login as a administrator
