Emule is a P2P file transfer program, probably similar to what bittorrent does.
The maker of the link is probably one of the seeder. anyone that completed the download and leaves the emule client on will become a seed, uploading the file to other peers.
However, because it is P2P, peers can also get bits of data from other peers. so even if there are no seeds, if every peer has abit of data that pieces up to 1 whole file, you should still be able to get the files u wanted.
