WinXP Problem: Keyboard Config and User Corrupted!

  Rahh. I've been having this problem for like a couple of weeks now, but I was too lazy to fix it. So here's what's happening:
  
  One day when I switched on my computer and attempted to log in to my user account, Windows gave me a strange error message:
  
  Windows cannot load locally stored profile.
  
  When I logged in, I suspect they gave me a temp account to log into because all settings were gone and all my files weren't in My Documents (but can be retrieved through C:/Documents & Settings that route).
  
  One very prominent problem is the keyboard configuration. Something's wrong and if you attempt to type @, you get " and viceversa. This has been happening for sometime in another user, but that was quite obselete, so we didn't really care until it happened to my user together with the corrupt user thing.
  
  What I did:
  1. A quick Google of the error message brought me to Window's official support website, and I did as told, but nothing changed.
  
  2. I backed up all my files on an external harddrive.
  
  3. I tried Googling the @ becomes " problem, but since both are symbols, results were limited. Some brought me to forums on which people also had that problem, but no one really knew what to do about it.
  
  4. I tried deleting my old user, creating a new user using the accounts which are fine, but the new account made also had the same @ becomes " problem. This however,has not been happening to my other accounts.
  
  GOT PROBLEM! I'm very sad.
  Can someone help?

  Shall start with the symbols problem first. In my experience, it is usually some spywares and malware problems. Read this list of MUST GET softwares.
  
  Download them and install in the default location. Update those programs, and scan. Remove anything found. Reboot each time you clean the PC.
  
  Post back how your PC is behaving afterwards.
  
  Note: At any one time, install only ONE antivirus and ONE firewall. Do not have more than ONE antivirus and ONE firewall. You can have more than one anti-spyware programs though.
