Pogrammes to track computer usage. Eg. Log in times, usage??

  Hey i need some serious help. I need to monitor the computer usage of my household.
  
  1.I need a progamme which tells me what time the computer is switched on.
  2.Also telling me which programmes, internet websites are used
  
  help pls admins.

  sometimes the tech "admin" for the family is not the parents, its an elder child. and the rest just download porn and spyware out of ignorance and fun, and screws the computer up for him to fix.
