If the programs created are meant for Windows, you better be sure that the programs can be ran on Windows. In that case, I would choose a laptop pre-installed with Windows.
As for what laptop to choose, I would choose Sony, but please upgrade the RAM. 512MB for programming is considered the minimum these days. It can crash a PC if there are errors in the program. Mine did (doing Java and VB by the way).
Toshiba is a no-no. Their customer service sucks great time and is generating enough heat to be a heater. My classmates can testify, I use their laptops as heater in the super cold RP classroom.

If you want, you might consider asus or fugitsu,
Asus for cheap but a gurantee MB,
Fugitsu for if u love 3 yrs warrenty and made in japan.
If u don matter about brand,
Get a Core 2 Duo cause the new Architechture of the processor runs faster then current desktop replacement anyway...
Don need graphic card then a lot of choices available..
Get at least 2 Ghz Core 2 Duo and get a 2 X 512 533 ram will be enough.
Brand wise,
Sony has qaulity but the money paid are for the words Sony

Please look at HP, it has wat u need =)
