Cut short clip

Erm hi i alway see pple cutting out short clip like 5-10 sec from a normal video file to video may i know how they do it.....
Or even best how u make the cutted clip from a video into a siggy ..
i would appreciate any-help thank you

if u got windows movie maker it's even simpler, just import a video file and it'll auto cut into frames for u
