  Hi how do u xfer files from one device to other using infared?
  
  i line both device's infared port together while one of em is attempting to send but nothing happens.
  
  Media Centre's sync also cant either.

  Probably the sender's or the receiver's infrared port is already partially spoiled (inside the infrared).

  Install the drivers for it... infrared doesn't come automatically with PCs, only laptops. Only then you can start transferring. And make sure you turn it on, otherwise it's useless.

  Go to Start > Run and type in services.msc
  
  Scroll down to Infrared Monitor.
  
  If it's stopped, click Start. If the Startup type is disabled, change it to Manual. Click Apply then click Start.

  No mention in Control Panel, no sign of it being installed with Windows... weird.
  
  You read through the description for every service in services.msc.
  
  Try finding one related to infrared...

  the infrared port must be enabled first...
