The infrared port is wired by soft strip of ribbon cable to the motherboard and is an always on connection. Always on standby for receiving any incoming compatible infrared wave length from compatible infrared devide. As the wave length is different aligning it with a bluetooth device will not result in any synchronization. From my experience of my own notebook model:
When you want to send files to your mobile phone, just enable the mobile phone infrared and align. You can start sending files to that mobile phones if you have the appropriate file managing programe installed in your computer.
My answer to him is an infrared port do not need any software or programe to activate. Since you all know how yo go into device manager you can confirm if the infrared port is active by check it there too. All the infrared port need to function is the controller and under device manager it should have a model or manufacture name.
As for how words and specifications ended up with the user accepting the notebook without even something as basic as an infrared port i think more heated up discussion should be at HWZ.

HWZ ppls are discussing what to do.Some went to CASE,some look at filing a suit.ALso,some people even recieved a DVD-RW drive instead of the supposed DVD-RAM.

By right, when Windows is installed, all hardware that is detected by Windows will have all the necessary drivers installed.
That infrared port seems totally useless, as there are no related services to activate it, no sign of it being installed on the PC.
If Device Manager could detect it... might have a better chance. But I seriously doubt so. Maybe I'm wrong, good to have a look-around there.

The DVD-ram and DVD-writer is out. Bring it up to CASE if they don't replace it with RAM for you.
The infrared port unless is part of the specification in the notebook's user manual should or should not be included depending on circumstance. If its clear that the model number advertised when referenced to the computer's manufacturer webpage should have one and they shipped a similar model without one you can approace them and question. However, if the advertised model number complies with the manufacturer's spec and should have an infrared port but comes physically it comes without one you can also consider bring it up to case if the explanation from starhub is not convincing enough.
A deviation in function from an computer variant should be assigned a different part number or model number or some form of identification. The seller should advertise the product as per that identification to protect itself from unreasonable claims from customers in the event of discrepant.

I guess they are using this fine line to address to customer and they were prepared for it. Don't be suprise that V3136TU was a model number requested by or provided to starhub for this promotion. An if aver a specification sheet were requested HP/ compaq might be able to produce one true and accurate showing that it comes without an infrared port.
