2 possible reasons.
1. usually when u download a file, it will give u alot of bandwidth to establish connection
2. when packets is being halt outside your gateway. when the gateway is opened, all the packets rush in. -

A server limits the bandwith for every download, otherwise you crash the server...
Starting may be fast, but in less than 5 seconds, you will see it drop. Try doing multiple connections (mind you, some servers see it as an attack and may block you instead)
If they have FTP, use their FTP link instead of HTTP link. FTP is faster...
Recently somebody did that to a server and was blocked permanently. -
