Use proxy servers.

Don't use servers in US, they don't seem to work.

It's for setting static IP addresses, but it basically works the same way if you want to change your IP address.

Firewalls, and anonymous proxy servers can do it.
A few firewalls do it very well. I like
Sygate
,
Tiny
and
Kerio
. All of them has a stealth feature.
ZoneAlarm does it pretty good too, but eats resources.

using proxy is not actually change la.. its just masked
means that if u connected to a sever using proxy, it will see your IP adress as proxy IP address instead of your real one
but u cant hide your real Ip from your connected Proxy server
so its not 100% change.. or anomynous
unless use firewall like mayi said
