It seems that after i visit a website,i cannot use my task manager,when i type cltr alt del an error msg stating "task manager has been disabled by your adminstrator"

If it's your home PC, then errr... it's some pranksters. Some anti-spyware programs can do that also.

From Windows 2000 onwards, there's no such thing as Ctrl Alt Del to Task Manager. It will give you options to lock the PC, log off, shut down, open task manager, etc.
To access Task Manager without pressing Ctrl Alt Del, just press Ctrl Shift and Esc simultaneously.

I believe when you open Task Manager, it shows this:
Then you double click the grey area (don't know what colour is yours, since I'm using a Classic theme)
And tada, everything will show.
