can i reformat my c-drive without using windows xp cd rom?

coz my e-drive could not be detected... the hp guy came down and said i should format my c-drive maybe got some corrupted files.... but i forgot to ask him how the hell am i going to use the xp cd rom when it can't even be detected in the first place?
