After changing so many things, I wonder if you want to start to change your house's wiring instead. Perhaps electricity is leaking somewhere... I'm no electricity expert, get someone to check that just in case.
Powering up and down indicates problems with power, so it's better to get an electrician to check that nothing is wrong with the wiring.

The problem was intermittent, so after they suspected it is a cable which "shorted"....they changed the cable and gave me back the pc...
Now at home, the problem still intermittent. Sometimes can just immediately power on. Sometimes cannot...will forever see the black "no signal" sign on my PC screen and the PC will keep on powering up and off again and again....

That's weird.
