  I'm not sure eh. But this chinese encoding only appear on blogger.

  Hmm... only on Blogger... then probably not your fault.
  
  Since Blogger is powered by Google now, I presumed that Google assumes that your IP address comes from China and showed you a Chinese page. That is very automatic.
  
  If it happens again over the next few days, then there are some softwares that probably causes this error.

  if its chinese, try change back to english and restart your com. den view blooger again
