Retrieving Data

  Anyone knows any software or progs to retrieve data from formated hardisk?
  
  I've a friend who forgot to backup his file when he sent to format.
  So he realised and the person said it's possible to retrieve back the data still but under a condition of paying $600 (some say it could be 1.5k)
  
  So.. he's in dilemma of whether to pay this 600 to retrieve back his formated photos.

  Don't know what's the chance of recovering them using free softwares... since they are limited in a way...
