is there anyway to scan a file to see that it does no harm to your computer?
not only viruses, but what if the file can delete stuff?

If you want to find out what a file to do another file, you will have to do reverse engineering.
Just scan the file. If your antivirus and anti-spyware reports nothing, then everything is OK.
If they report something, do a Google search on it. Most antivirus vendors will detail what the virus do.
