Really..Seriously i dont know everyone in this world, so i cant conclude "anyone" have the same criteria for a printer as me. Different folks different strokes.

Different companies, different policies. For me, I'm using HP. They allow you to trade in your old cartridges for a new one at a cheaper price, usually bought from a wholesaler or distributor.
Slow printer - I see your definition of personal printer is quite high. Most personal printers don't print fast, but at a good enough rate not to be slow. If you are looking for something faster than this, you have to get a lazer printer.
Budget - What exactly is your budget? Different people have different definitions of cheap. Who knows your definition of low is $1000? +/- $100 = $900/$1100. Good enough for a lazer printer.
