  1. Reformat and reinstall Windows. After this, install your game. After installing your game, defrag your hard disk.
  
  2. Get a better processor.
  
  3. Get a better graphics card.
  
  4. Get a better hard disk. I'm assuming your hard disk is old.

  9.use 16bit graphic color(display properties)
  8.turn off unnecessary startup,(msconfig/regedit)
  7.disable windows boot logo, /SOS(msconfig)<--- only for enhance speed for booting
  6.disable nice GUI features(system properties>performance option)
  5.dont use personalized menus(customize start menu)

  if you're using nvidia cards, you can go to the options and select 'performance'
  Or you can check you HDD for errors and defrag it.
  Uninstall unnecessary softwares and terminate any useless background programs.
  Scan your computer for viruses or spywares.
  Update your graphics card driver

  set your windows graphics to "adjust for best performance"

  and of course decrease the programs of amount running

  I think you can really speed up your game if you select your bots to be in 'godmode'. The game will play real fast
