A rough gauge would be
Processor: Intel Core 2 Duo E6300. (Best Bang for Buck)
MotherBoard: Gigabyte DS-3 (Good for o/c)
RAM: 2x 1GB 533mhz DDR2 ram (Kingston or Corsair)
Hard Drive: 320GB 7200.10 Seagate HDD
Graphics: Geforce 7900GS or ATI 1950Pro. (Depends on whether u like Nvidia or ATI)
Soundcard: Creative X-FI (expensive) or Creative Audigy 2 (Budget) for soundcard.
Casing: Coolermaster can't go wrong.
Recommend you get a good PSU and if you do not overclock, stock cooler will do.

you can reduce the HDD space if you want to save more money. 120GB should be enough. Now you should have some room to get a 7950GT

-120 hdd
-core duo, if possible or core solo also can
-Creative Audigy 2 (Budget) for soundcard.

-A cheap but gd motherboard
-windows xp

and cooler use standard cooler first, gt $ then upgrade\

1st hard disk (Master) usual use SATA which transfer faster than IDE.
2nd use 2 hard disk and use raid 1 for performance
3rd future hard disk all use sata
if u have old harddisk u can place as slave IDE.

even 3.5" now using 7200rpm at 8mb or 16 mb buffer can consider slow
RAm depend on the brand of motherboard.
ddr1 and ddr2(533,666, 800, 1066 i hope i dont name wrong) are both different
single or dual channel also
if u prepare for vista chop chop must have 2gb ram.
and cpu dont need to buy duo 2 core cos upcoming core 2 quad more powerful with "4 thread"

this is just a quote only... cos i found out recently that bliss computers are selling their stuffs cheap..if u can find a shop cheaper.. den its better. u just go to MANY shop.. show him/her the spec u want to build den quote a price from it. the price should be around $1076 for the known items above.

i know the advantages. But, he wants to have the cheapest mobo but good.. the cheapest mobo DONT support SATA2.
i am not a retard.
IDE and sata is approximately 10% speed dfference currently. if both disk are spinning at 7200rpm. so its up to the user preference..

edit: that main board supports maximum 533mhz ddr2. it has only 2 memory slot.

edit again. i think i change the main board ba(Asrock 945gz) since your graphic card is pci2, the 77 dollar motherbroard dont support PCIE. changeback the ddr ram to 667mhz as well -
If core2duo go for 533mhz or 800mhz. Freq in sync.

Till today, I can't see a strong need for 2GB ram. Sound card also not really necessary.
