10mbps is the highest speed that you can go provided that the server that you're in is fast
If the server slow, maybe the owner budget, onli got upload speed of 512kbps, you can't probably download at 10mbps lah. at most is onli 500kbps
Usually the faster ones are private schools server where they have Intranet.
So, having 10mbps connection means that you have 10mbps download bandwidth, faster downloads depending on the server that you download from.
For starhub users, certain areas are more slower that others(correct me if im wrong)
Cable connection such as starhub might slow down when there are lots of users.
The 'fat green pipe' is connected to the main 'fatter green pipe' which means that it is shared. For singtel, there there's not lag when there are lots of users
