Problem with my graphic card fan

Well, my PC's graphic card, Radeon 9600's fan is making too much noise.
Its those noise from the fan that is really loud and can go on like forever even when i just start the CPU and all the way till i close my pc will the sound go off. The sound is really very irritating and i really felt like changing the fan, but the fan is attached to the graphic card. And yea, i don't have the budget to change to a newer graphic card.
Any idea from any IT pro what can be done to make the fan noise gone or softer?

Clean off the dust.

Hmmm, check to see if your device is loose. Ie screw and unscrew?

Alright, i tried to clean off the dust, the sound did went down a lil but the moment i on my comp, the sound was still there and pretty loud as usual but yea, it begun to subside after windows start. And the screws were pretty tight as far as i have checked. -
Hmm... how about the temperature?
Sometimes, too high a temperature will make it spin faster and therefore produces noise. Also make sure nothing got stuck there. -
Ermmm.. One question: how do u check if the temperature is too high for your graphic card fan to handle?

Lol, check out your cmos temperature though I am not too sure how you can do that.

Anyway, I have seen programs online that can tell you ur HDD temperature but the last I tried, it didn't work.
