Virtual memory is used when your physical memory cannot cater to needs and the system swaps out some of its content to virtual memory (on disk). This can be a time consuming process. Too little phys mem can lead to constant swapping (thrashing).
In general, it's better to up you phys memory first. That will have the most effect if you find your PC slow. For virtual mem, as long as your system dun complain that it is running out of memory, good enough. If you have a big hard disk, you can set it as big as you want.
